APTF demands early recruitment of TIOs

ITANAGAR, Sep 10: Arunachal Pradesh Tourism Forum (APTF) has appealed to the state chief secretary to take immediate steps for recruitment in vacant posts of tourist information officer (TIO) through APPSC.

The APTF in a memorandum to Chief Secretary lamented that in spite of High Court order for early recruitment in vacant posts of TIOs, no initiatives have been taken so far in this regard.

Welcoming the modification in recruitment rules for tourism information officers and initiatives being taken for streamlining tourism department, the Forum, however, said that 100 per cent TIOs should be recruited from among the  diploma  and degree holders on  tourism as per suggestion of the  department of administrative reform.   

 

AAPBPA demand early solution to boundary issue

ITANAGAR, Sep 10: All Arunachal Pradesh Border Peace Association (AAPBPA) has expressed serious concern over the reported encroachment in Lora-1 village under Kimin circle by Assam forest officials on Sept 6 and 7 and attempt to construct NEC project road in Dollungmukh area inside Arunachal territory by Assam  authorities on Sept 8 last.

Stating that it was a violation of Supreme Court order for maintaining status quo in Assam-Arunachal boundary area, the Association appealed  state Govt to find out mechanism for early solution to  Assam-Arunachal  boundary issue. It also appealed the state Govt to provide relief assistance to the  boundary people who lost their properties and dwelling houses during illegal eviction drive carried out by Assam authorities.

Road renovated

ITANAGAR, Sep 10:  Kime Paka Colony Development Committee, Mowb-I has renovated the  main colony road which connect Lower Kime Pakka, Upper Kime Pakka and Mowb-I, C-Sector through social service on Sept 10. The road has been laying in dilapidated  condition caused by heavy rain  during 2008.

The Committee appealed the UD and PWD department to renovate interior colony road and drainage system in their area at the earliest for smooth vehicular movement.

 

Govt urged  for effective transfer and posting policy

ITANAGAR, Sep 10: All Arunachal Pradesh Corruption Control (AAPCC) has appealed to the state Govt  for effective implementation of transfer and posting policy of the state.

The organization in a release today alleged that many first class and second class officers  have been posted in interior areas due to political interference, while some officer are  rendering their service for last many years at particular posting place with blessing of political leaders. As per the Govt guidelines, no officers can stay at particular posting place for more than three years, but in reality the officers are being transferred before completion of three years tenure in particular posting place, the organization said adding that effective implementation of the policy will also help to minimize corruption level.

 

Youth body to inspect capital road

ITANAGAR, Sep 10: A team of All Capital Complex Youth Welfare Association (ACCYWA) to be led by its general secretary Tai Roket would inspect the NH-52A road from Banderdewa to Hollongi on September 11 to take stock of the present road condition.

The team would also try to find out the causes that has led the road to present condition and make the findings known to the department concerned which could help  maintain the road properly.

 

Social service

ITANAGAR, Sep 10: Dine Ajin Self Help Group (SHG) conducted a social service to repair the Rakap Colony road near water treatment plant, Naharlagun.

During the day-long social service, the group with the help of PHED cleared the blocked drains and filled the damaged road with soil. A JCB was provided by local MLA Techi Kaso for the purpose. The colony dwellers and teaching staff of Govt Primary School, Rakap Colony also actively participated in the social service.

Meanwhile, the SHG chairman Dado Yajum urged Kaso to do the needful to improve the colony road which connects WTP plant, the primary school, Yajum and Rakap colonies.

ITANAGAR, Sep 10: The Rural Development Society (RDS), Daporijo is going to organize a district level mega cultural competition programme on the eve of Gandhi Jayanti on Oct 2 at Singnik Hall, Daporijo. NCC lauds Govt step on ToI  issue

ITANAGAR: Nyishi Consultative Committee (NCC) in its executive body meeting held here today unanimously appreciated the efforts by the state Govt with constitution of high level committee for solution to ToI reporter Pradeep Thakur issue.

As ‘forgiveness is divine’ the act of Thakur  may be forgiven on the basis of his written and video apology, the NCC observed.

Expressing concern over the mushrooming of Nyishi based organizations, the meeting advocated for merger of all those organizations in one entity for betterment of the community.  The Committee also resolved to organize a referendum rally of Nyishi community in capital complex shortly.

 

NWA not to support proposed rally

ITANAGAR: The Nyishi Welfare Association (NWA) in its  executive body meeting held here today unanimously decided not to support  the protest rally proposed by Nyishi Elite Society (NES) and ANSU  in state capital on reporter Pradeep Thakur/Times of India issue on Sept 13.

The NWA  in a release today  alleged that the rally is being fomented at the behest of some vested interested politicians in order to create disharmony among other communities in the state capital as well as other part of the state and it may create law and order problems. The NWA further said that NES president will be held responsible ‘in the event of any consequences’ due to the proposed rally.

National Integration Council

ITANAGAR, Sep 10: Speaking at the National Integration Council meeting today in New Delhi the Chief Minister said that “if there is any factor that is seen contradictory to the ideals of integration and co-existence, it is the presence of insurgent groups. Though not homebred, their increasing presence particularly in the districts of Tirap and Changlang is creating an environment of fear and uncertainty.

“It would be my specific request to this Council that recommendations must be made to the Union Government for an early and acceptable closure to the complicated issue. Only a state-backed decisive initiative can achieve this” Jarbom Gamlin said that meeting.

The meeting was attended among others by the Prime Minister Dr Manmahon Singh.  

The Chief Minister further said that “ We have always exemplified to the world our ability to co-exist in spite of great diversity. I myself come from a state that has over 30 tribes speaking different languages, each having different cultures and yet co-habiting the space that we have chosen to call home. We have always believed in our nation as a peace loving, tolerant and diverse society. But in all humility and honesty, I must confess that things are not as they seem. Much as we want to believe in these ideals of peaceful co-existence and universal fraternity, we perhaps are not able to. We are today turning into a society where few individuals are increasingly becoming intolerant, quick to violence and worst of all, to apathy and indifference”.

Our resolve to battle the menace against our national integrity, from within and outside, needs to be reflected by handling such threats with a firm hand. I am confident that in such a fight; the entire nation is with us, he said.

Today, when we look at India as an idea, it is discernible that just as much as its youth are at the forefront of the nation’s mind-boggling growth, it is yet the youth that are at the forefront of the maladies we face- terrorism, disharmony, discrimination and intolerance. Just as there are successful entrepreneurs and software engineers, there are young men and women in cadres of insurgent outfits. We must accept the dichotomy that while there is a section of youth that are content and upwardly mobile- there is at the same time a lot who carry frustration and hatred in their hearts. While a section of our youth are taking us forward, another is doing the contrary.

“Rule of Law will only prevail when there is a respect for law, when there is an understanding and acceptance of its supremacy. Rule of Law cannot forever be brought upon by enforcement. A point has come where this respect needs to be seen to be coming from within. The slip between a law-abiding college student and a fearless mob participant is only as much as we will allow it to be: he added. The Chief Minister further spoke on the need to engaging the youths. “We must find hope for our youth. We must give them a reason to dream. Because it is only when the youth have hope and when the youth can dream- that a nation truly lives. Let India live too”, he said.

We must be able to channelize the energies of our youth in nation building and strengthen in their minds the idea of India. The question really then, is this – Why have we not been able to do this? Have we somewhere been unable to provide to our young people conditions of access to opportunities and livelihood?

He said that to make any tangible achievement, we must be able to tackle the three core issues: of creating livelihood opportunities, making available quality education and harnessing a respect for diversity. At the baseline, national integration and harmony has to be viewed through the prism of a delivery of opportunities, livelihoods and dignity.

The Chief Minister said that it is important to have a space for pluralism, a space for multiplicity of thoughts and for a space for differences of opinion. But at the same time we must ensure that they do not at any time override the core principle on which this nation is built- a respect for the other.

He opined that the future is in our education system and in our curriculum. If we are to reinforce a respect for the diversity of our great country and for the rule of law, it has to be done in its classrooms. We have to innovate and re-think on how value can be added to the existing school education system to achieve these.

He suggested academic exchange programmes where children and youth from one part of the country should be able to spend a part of their academic session in another – living with families, evolving for themselves an understanding of the people and the culture there. Given for instance, the commonality of curriculum across CBSE schools, there is definitely a window for this to realistically materialize.

He further said that to enhance emotional integration, Centres of Excellence like the IITs, IIMs and IIITs, etc. should be established in the north east- where students from the rest of the country would come for their studies. Only this will create a two-way process of exchange and understanding, which today sees only students from the north east go to study outside.

 

Once a peaceful state

Itanagar, Sep 10: Arunachal Pradesh, once considered most peaceful state in the country, seems gradually and slowly losing its tag.

The state witnessed a couple of ugly incidences in the recent past. There are reports of looting, ransacking and attack on business community, media houses, public properties and professionals.

Atleast a dozen of vehicles, including vehicles of media department, police and magistrate on duty, were either damaged or targeted by agitators in group making mockery of clamping 144 CrPC during the last Capital bandh.

Interestingly, all these incidences took place in front of a good number of ‘2500’ armed police personnel deployed in and around capital complex to 'maintain and contain' law and order problem. Their all 'efforts' proved to be a lame duck which has exposed the ‘strict’ administration in black and white.

There is still no breakthrough in the stalemate on Pradeep Thakur issue. While Government is appealing to all to refrain from bandhs, agitation, dharna, rally etc, NES has announced a mass rally on September 13  from Banderdewa to Chimpu.

Further, the attack on IMWA office, a hotel in Itanagar and an advocate have simply proved the deteriorating law and order problem in capital.

While Government has informed about constitution of an enquiry committee on the reported slang word used by IRBn personnel, it is still mum on advocate assault case.

It is worth mentioning here that a leading daily in the state has closed down its publication for an indefinite period due to obvious reasons.

Who is to blame for this? Should the government alone be held responsible for all these happenings?

Whosoever may be responsible for these problems, but it is sure that, if the trend continues, it will seriously affect on development process since peace is pre-requisite for it.

It is high time for the welfare Government to show maturity in its act and tackle the situation tactfully and to the satisfaction of all.

 

Apex court clears proposal for de-reserving Deopani Reserve Forest

ITANAGAR, Sep 10: The Supreme Court today cleared the proposal of the Govt of Arunachal Pradesh for de-reserving of Deopani Reserve Forest under LowerDibangValley district. With this clearance the Centre can now issue the notification de-reserving the forest land stretching 7 kms between Meka and Shantipur.

A public delegation under the initiative of MLA Dambuk Jomin Tayeng and headed by former MLA Basu Perme, ZPM (Meka) Mibom Pertin and North-East Congress Co-ordination Committee general secretary Tony Pertin were present in the Supreme Court to witness the proceedings. Standing counsel Anil Srivastava and advocate Tony Pertin appeared for the State of Arunachal Pradesh.

The de-reserving of the long stretch of land and forests includes the Adi villages of Kangkong, Parbuk, Kabang, Bolung, Jia and the Idu Mishmi villages of Idili, Kundli and Malik.

Advocate Tony Pertin rejoicing the clearance said that it was a long drawn demand of the people of Jia to Kangkong villages ofLowerDibangValleydistrict.

Pertin said, our homestead, agriculture and all other community lands were under reserve forest on papers but now with the SC clearance the door has been opened for issuance of formal notification of de-reservation. Our people will have the option to apply and obtain Land Possession Certificate and the obstacle of insistence on forest clearance certificate for any activity under the area would be a matter of past, he informed.

With the long awaited demand for de-reservation of Deopani Reserve Forests of Bolung-Parbuk area as granted by the Supreme Court of India, the 15 years long initiative has triumphed and now the people are free from the bondage of forests, said Roding Pertin Lower Dibang Valley DCC president and former MLA. The Supreme Court’s Central Empowered Committee headed by P.V. Jay Krishnan, Chairman, Sanjeev Saddha, Member Secretary CEC had visitedLowerDibangValley in 2010 for inspection and interaction with the affected people in connection with de-reservation of Deopani RF area. It had been a long and arduous battle on claim of ownership rights in the Deopani RF area of what traditionally belonged to the tribal people living there for decades. The people of the area from Meka (5 km from Roing) to Santipur (Assam- Arunachal border) which falls under Forest Reserved Area have been pursuing the Centre for de-reservation of the area since last three decades. The devastating earthquake that rocked the entire region in 1950 had changed the course and ofDibangRiverwhich inundated many inhabited villages and agricultural fields including the erstwhileSadiyaTown. Then the Adis of the area had shifted towards the further eastern sides in the present villages. Though the people had inhabited the area for so long, they had been deprived of economic activities as the legal documents for the land could not be procured as a result the area lagged behind in various developmental aspects.

 

Ten cadres of NDFB surrenders

In one of the largest approach for surrender by NDFB (Anti Talk faction) to Army and Police in recent times speaks volumes about the efforts of Army and Police to restore normalcy. Karling punches his way to glory

ITANAGAR, Sep 10: Karling Natung punched his way to glory in the National Sub-Junior Boxing Championship at Shillong as the pugilist from remote East Kameng was adjudged the Best Boxer of the event.

In his final bout today, Karling punched out his opponent from Mizoram 4-1 to won the yellow metal as well as the Best Boxer title.

However, Techi Bida, another finalist, had to content with the Silver as he went down fighting 0-5 to his much superior opponent from Services Sports Control Board (SSCB).

Yesterday, Aguk Juja won a bronze after losing the semifinal bout against SSCB opponent in the semifinal.

In total, Arunachal notched up three medals in the event, including a gold a silver and bronze.

 

Governor reviews education scenario of the state

ITANAGAR, Sep 10: Arunachal Pradesh Governor General J.J. Singh reviewed the measures being taken to improve the quality of education in the State, particularly in remote and far-flung areas, with the State Education Minister Bosiram Siram, who called on him at Raj Bhavan here today.

The Governor advised the minister regarding necessity of inspections by various education department officials to far-flung schools.

The Governor also suggested measures to bringing up the quality of education in entire State.

Minister briefed the Governor on the initiatives taken by the department to improve the overall education scenario of the State. He informed that the department is implementing Right to Education (RTE) and new State Education Policy in letter and spirit. Siram apprised the Governor on pre-service trainings, bridge courses and distance education programmes under IGNOU for the teachers. He also apprised the Governor regarding Zonal Vigilant Teams, which will ensure that teachers remain in their places of posting and schools are run properly.

Dwelling on the bottlenecks, such as inaccessibility, safety and security of the teachers, lack of accommodation, Siram informed that more than 200 teachers’ quarters have been constructed.

Highlighting on Sarva Shiksha Abhiyan, Education Minister informed with timely allocation of State share by the State Government, the SSA funding has been increased from 108 crores to 443 crores. He also informed that SSA teachers will be now receiving salaries at par with regular teachers and also in time. Referring to the teams of resource persons from Ministry of Human Resource, Govt. of India, who are imparting trainings to the teachers in the State, Education Minister thanked the Governor for taking up the cause of the department with the Central Government.

It may be mentioned here that in order to improve the quality of education in the State through teachers’ training, Gen Singh took up the matter with the Union HRD minister Kapil Sibal during his tour to national capital last year. (PRO, Raj Bhavan)

 

All Party Meet calls for making way for development activities

ITANAGAR, Sep 10: The Pradeep Thakur issue should not be an issue that could jeopardize the economy and other developmental activities of the state, observed the All Party Meeting convened by Chief Minister at his conference hall here on September 8 last to discuss the vexed problem. “The Government is confident that All Nyishi Students’ Union (ANSU), Nyishi Elite Society (NES) or other organizations would appreciate the Government’s endeavour to resolve the issue in its best possible way, the meeting felt.

Giving details of the Government initiative to resolve the issue in a chronological order right from registering a case against Pradeep Thakur, arrest warrant against him and extraction of the apology, Govt Spokespersons Tako Dabii said that “it is case which attracts breach of privilege and sub-judice in terms of parliamentary and Judiciary systems. Since the case is in the court of law, the Government is being considered to be committing breach of privilege in terms of Parliamentary system. However, inspite of that the Government tried her best to resolve the issue time and again by facilitating different types of platforms. But unfortunately the issue remained unresolved”, he regretted.

The meeting opposed any kind of bandh call in near future and was unanimous in appealing all to change their mind-sets on further calling bandhs, agitations, strike, demonstrations, mass rallies etc. which hamper every individual, business community, students, sick people, vendors, daily wage earners.

“Youths are the greatest assets of our society, father of future Arunachal Pradesh. Hence, they should respect themselves and understand other fellow members problems,”  the meeting observed and appealed to ANSU leaders, members and its supporters to abstain from resorting violence during any kind of democratic movement.

The All Party Meeting was attended by Industry Minister etc.Minister Tako Dabii, Forest Minister Setong Sena, Education Minister Bosiram Siram, a hosts of legislators, NCP president and general secretary, Trinamool Congress, Peoples’ Party of Arunachal, BJP, Arunachal Congress and delegates from Arunachal Law Students Union and ACCYWA.

Meanwhile, Dabii informed that Home Minister has constituted a committee to inquire about the reported slang word used by IRBn personnel against women at Gahpur Tinali, Chimpu. Any personnel, if found guilty, would be punished as per law, he added.

 

AAPSU Mega health awareness camp in Seppa

Seppa, Sep 10: Two-day Mega Health Awareness Camp on Hepatitis, HIV and AIDS organised by All Arunachal Pradesh Student Union( APPSU) in support of All East Kameng Student Union (AEKSU) began today at Govt. Hr. Sec. School Bazaar line, Seppa.

A team of experts comprising of Dr. K. Darang Eye specialist, Dr. T Taki Medicine specialist, Dr. Joram Nisha General surgeon from General Hospital Naharlagun, along with doctors and medical staffs of district hospital Seppa are rendering the necessary services.

Tajum Poyom general secretary AAPSU urged the people to take advantage of the free medical camp and said that this programme was organised in order to facilitate medical facilities to those needy people who can’t afford to go outside of the district for treatment. He urged the senior students to make the people aware of the health and hygienic way of life.  He also appealed the people to maintain cleanliness and bring about a change in the way of living to do away with various diseases. He discouraged the haphazard construction of houses and appealed to the people to co-operate with District Administration and Govt. functionaries for proper town planning and its beautification.

Coordination meet

ITANAGAR, Sep 10: A coordination meeting with Minister Tourism and WRD, Parliamentary Secretary CMO, PRI Members, HODs, Admin officers, Bazar secretary and Taxi Union president Tawang was held at the conference hall of DC’s office Tawang yesterday.

Speaking at the meeting Pema Khandu, Minister Tourism and WRD said that off late there has been some instances of breach of Law & Order in the district which is a matter of concern for otherwise peaceful district of Tawang. On being apprised of the acute shortage of police personnel at the district far below the sanctioned strength he assured to take it up with the Govt. In view of the total dependency of the district on the PDS, he assured to take up the overall shortage of PDS commodities and inclusion of all the educational institutions in the district under the purview of PDS. However he emphasized on the proper development of Agriculture to mitigate the shortage of essential food items. Regarding tourism development in Tawang he urged to view tourism as an industry for absorbing maximum educated unemployed youths in self employment and also boost local economy and generate revenue for the state. He pointed out that our state has acute resource crunch because of which we are to unable manage even state matching share against CSS and he impressed upon the development of Hydro power sector for which the state has maximum potential and is the only viable alternative for generating state’s own resources.

Khandu also urged HODs to be prompt in furnishing the information under RTI and asked them to guide the misguided youths to right direction and forbid them from giving any donations which is already banned by the Govt.

Parliamentary Secretary CMO and MLA Tawang Tsewang Dondhup proposed to construct a memorial park in memory of Late CM Dorjee Khandu in view of his yeoman service to the society where people can pay their obeisance. For preservation of environment and to check deforestation he emphasized on alternate source of heating instead of using firewood. For this he urged to increase the quotas of SK oil for the district during the winter months in view of the extreme cold climate in Tawang. He also expressed his satisfaction over the good harvest of potatoes in the district which is the result of procurement of hybrid seed potato from Shimla by the fund managed by him. He further assured to manage an X-Ray machine provided a radiographer is posted and a Generator set for emergency power back-up for the district hospital Tawang.

DC Tawang Kemo Lollen in his speech highlighted and appraised the various problems and issues confronting the district. He requested for immediate deployment of police personnel as per sanctioned strength to prevent any law and order problem in the district. He also brought up the issue of traffic and parking problem within the township and urged to identify a suitable parking place and streamline the traffic.

Citing the strategic location of the district due to its boundary with two countries he requested for posting of administrative officers in full strength.  To maintain the natural beauty of district to attract more tourists he emphasized on maximum plantation and clean environment.

Society demands action against advocate’s attackers

ITANAGAR, Sep 10: TEBW LAPPA Welfare Society (TLWS), the conglomeration of clan like Taba, Kara, Tad, Teri, Teshi and Baat today held a meeting at Doimukh auditorium to discuss situation arising out of recent brutal attack on advocate Taba Tagum.  More than 600 people participated in the meeting including men and women. The meeting went on whole day and various speakers expressed deep concern over such barbaric attack on one of their fellow clan man.

After through discussion, society adopted certain resolution in this regard. It was decided that if govt. don’t arrest those goondas involved in the advocate assault case,  TLWS will be forced to take action under traditional Nyishi system. While adopting tough stand, society clarifies that their fight for justice is not directed towards any community or clan or political parties and are only seeking justice for our brother Taba Tagum.

TLWS expressed shock over why Nyishi Elite Society (NES) is keeping silent on this issue. “We want to ask NES is Taba Tagum not a Nyishi or what?   Why are they not condemning or coming out against such barbaric act. Are they promoting goondaism in Nyishi Society?,” the Society questioned.

TLWS further stated that due to misdeed of few persons in the  community, whole Nyishi tribe is being always blamed and termed as barbaric, thus rapport with other  tribes is sometimes affected. The Society appealed all the NGO’s and other organization not to write against Advocate Taba Tagum, a victim of 2nd September night incident, without knowing the facts of the case. TLWS appreciate and support the resolution passed by Bar Association of Gauhati High Court Itanagar Permanent Bench at Naharlagun for not pleading a case in favour of those miscreants who involved in the attack on advocate Taba Tagum.

While condemning such brutal act, the society stated that such act has no place in tribal society and urged every educated Arunachalee to come out and take steps against such barbaric act.

 

ANNYA calls capital bandh

ITANAGAR, Sep 10: The All Nyishi Nyejir Yapa Association (ANNYA) today convened an emergency meeting at UD-Guest House Nirjuly and unanimously decided to call 12 hours capital complex bandh on 13th September in protest against the non-arrest of the miscreants who attacked advocate Taba Tagum on 2nd September. The attack on Taba Tagum, is barbaric and inhuman act which has no place in modern civilized society. There is no place for such barbarism in the peace loving state like Arunachal Pardesh where more than 26 major tribes and 105 sub tribes are co-existing peaceful and harmoniously.

The Association regrets to know why the Nyishi Elite Society (NES) is mute spectator in this issue. When one learned member of the community is physically assaulted and mentally harassed in front of family member by a group of about 70 persons that too from our own community, why the NES remains as mute spectator. If the NES is the custodian of Nyishi community they should come clean and solve the problem, as saying goes charity begins at home.

As regards to the remarks made against Nyishi community by Pradeep Thakur, the association supports the statement given by Nyishi Welfare Society in the local dailies of the state on 8th September. The NES should not adopt double standard in this regards. The association condemns the NES of politicizing and taking the matter to egoism rather than accepting apology. The ANNYA is proud of being Nyishi and accept the apology, repeatedly tendered by Pradeep Thakur as desired by community. Pradeep Thakur has stated that he has outmost respect for Nyishi community and tendered his apology repeatedly in NE TV and other local dailies.

Being the torch bearer of the community, the NES should lead the community in such a way that their work is worthy of appreciation by all but not only Nyishi community alone. The ANNYA also regretted that most of the ministers and Parliamentary Secretariats are staying at Delhi in the pretext of medical treatment and schemes for few months which hampered the normal office functioning and development process of the state. It is well known fact that when a govt. employee takes a leave from his office he entrusts his charter of duty to his subordinate and accordingly the duty is discharged. Now the question is when Ministers and Parliamentary Secretariats are absent from office and enjoying at Delhi for a moth or two who takes their charge and discharge their duty. The ANNYA appeals all Ministers and Parliamentary Secretariats to attend their office in the interest of public services or otherwise work out a ways to give charges to other Minister and parliamentary secretaries.

 

‘If there is evidence, show it’

ITANAGAR, Sep 10: Sentinel Arunachal CEO Jarpum Gamlin who has been in controversy following a news item in Times of India Website which has caused considerably unrest in the Capital Region said that if there is any evidence linking him with the report, those people should come out in open. He further dared them to go to court of law, if they have any evidence to prove his connection with Pradeep Thakur before May 07, 2011.

“Few political mercenaries, working at the behest of few congress leaders apparently conspiring to cause instability in the present government of Arunachal Pradesh, have been talking about ‘records of my telephone conversations’ for last 4 months but they are yet to show or display the so called telephone records. For how long and how far, do they want to drag my name, without showing any record or evidence, he said.

They won’t find one against me because I have never known this person till May 06, 2011. Therefore, I dare them to prove that I ever had known/ spoken/ written to this person on or before May 06, 2011, he said.

He said that on “May 06 2011, ANSU had sent a letter addressed to the President of Arunachal Press Club (APC), a post I was holding then,  seeking clarification on the report in the ToI’s online edition dated May 04,2011. I took up the matter with few office bearers of press fraternity; and given the volatile situation caused by ToI, I spoke to Pradeep Thakur on May 07, 2011;, I even wrote to him. All these facts and records have been placed before President, ANSU vide letter dated May 15, 2011’ he said.

Further, he said that “ as ANSU had problems with me as the APC president, which I still believe was a result of mis-communication and misunderstanding, I resigned from the said post. I earnestly expected that the issue of me being in the middle of controversy would subside with it”.

He further said that “its not  a social issue as it has been made out to be; but its a highly politicize issue with lot many vested congress leaders fuelling the subject matter.

Who circulated the particular news item from a news portal which was hardly heard or read in the state, he said?

He further wanted to know who planted the news against him as recent as August 26th, in ANI, a news agency.

He further wanted to know why did a  Lok Sabha Member of Parliament from Arunachal call up couple of editors from the state media on May 25th and May 27th asking them to pick the news from agency site?

How did this Lok Sabha MP come to know about news a day before, he added.

He appealed  to citizens  not to be a pawn in the political game and make him a martyr of a political party of which he is not even a member.

“Unnecessarily I have been dragged into APCC’s intra-party fights after elevation of my elder brother to the seat of the Chief Minister after untimely demise of Late Chief Minister Dorjee Khandu” he said..

He further  urged “the political mercenaries to put their name in the posters which is under circulation, if they are confident that they have evidence(s).

I also appeal them not to create disharmony in the society for benefits of few handful of political leaders.

 

LDV DRDA governing body approves AAP

ITANAGAR, Sept 10: The 9th governing body meeting of the Lower Dibang Valley District Rural Development Agency was held at DRDA conference hall, Roing on Sept 8.

During the meeting the BDOs or representative of Hunli-Desali, Roing-Koronu and Dambuk-Paglam  community development blocks placed their Annual Operation Plan  for 2011-12  under  SGSY, MGNREGA, IAY, Hariyali   and  IWMP.

Participating in the discussion before approval of the AOP for 2011-12, Anita Payeng, ZPM, Dambuk Anchal Samity called for review of the schemes, namely, construction of approach road from Anpum-A to Anpum-B, Horticultural plantation at Anpum-B  and   construction of approach road from Kaling-I to School.  She also suggested that a committee under direct control of DC with PRI as member be constituted to keep proper vigil on implementation of programme on ground level. The PD directed the BDO to carry out a physical verification of the schemes along with panchayat leaders for corrective measures if needed. The  deputy commissioner cum DRDA  CEO  welcomed the suggestion and  requested all the members to bring to her notice if any irregularities  for immediate remedial measures.

Responding to a query of  Meka Anchal Samity ZPM Mibom Pertin, the Project Director and BDO Roing clarified that  the beneficiaries under  SGSY are kept in minimum level due to meager allocation   of fund.  The DRDA PD  further informed the house that the MoRD despite of writing several letters, have not yet initiated process of releasing fund under SGSY separately to Lower Dibang Valley district yet. The ministry is releasing fund only to Dibang Valley district which is further divided between the two districts thus further reducing the quantum of the fund, he said.

The members present in the house appealed the authorities to take up the matter at appropriate level to get  SGSY fund  released exclusively for Lower Dibang Valley district.

After threadbare deliberations on the proposals, the house unanimously approved the AAP 2011-12 under SGSY, MGNREGA, IAY, Hariyali  and IWMP. Also the House approved resolution for revolving fund to 6 numbers of SHG against Roing CD Block.

Earlier, highlighting the performance of last financial year, the DRDA project director cum-member secretary Tamiyo Tatak placed the achievement report of 2010-11 under all programme  of rural development agency which was approved by the members present in the house.

Addressing  the house, Roing DDI  P  Arangham  requested the BDOs to  coordinate with Industries department while extending support to the beneficiaries under the schemes like weaving, tailoring  for its proper implementation.

DC cum DRDA CEO Garima Gupta in her address  emphasized on proper implementation of schemes in  ground level. She asked the PD, DRDA and the BDOs to ensure 100 per cent implementation of the programmes in its right perspective. She further stressed on implementation of  MGNREGA and  called upon the programme officer to ensure creation of permanent assets  for generation of more employment generation.

The house also accorded approval for borrowing of funds from feasible sources other than MGNREGA, IWMP, IAY to clear the pending arrear and salary of DRDA staff if any.

Earlier, Chairman, Zilla Parisad and DRDA Chiliko Meto welcomed all the members of Governing Body, especially the new DC-cum-CEO, DRDA, Garima Gupta. He further requested all members to take active part in the deliberations constructively enabling the august house to give suitable direction to DRDA and BDO for implementing the various rural development programme during the current financial year in its right perspective.

 

Solung celebrated at Namsai

ITANAGAR, Sep 10: The Solung, festival of Adi community was celebrated with traditional fervor by Adi community of Namsai area at Melangkung village  today. Members of the community thronged the festival ground with their best traditional attires.

Addressing the Adi people on the occasion as Chief Guest, local MLA, Nang Sati Mein, described Solung festival as a occasion to pray to goddess Kine Nane and almighty Doying botte to bring “Agung-Agam” for the entire human being. She defined “Agung-Agam” as “prosperity and wel-being”. Further she told the gathering that Agung-Agam shall prevail in any society, where people are hardworking, progressive thinking and peace loving. Agung agam shall exist in any society like Khamti, Singhpo, adi-basi etc, if above three conditions exist. She extorted all present to be hard working, progressive thinking and to promote social and communal harmony. She called upon the  today’s youth to preserve and promote traditional cultures and values and reminded that loss of culture is loss of identity.

ADC Tamune Miso, the guest of honour, says that “every festival in Arunachal Pradesh is Agri-based festival. And due to the distinctive traditional and cultural ethos, our state is socially and culturally known by the people of other states of the country”. He also strongly urged the community to preserve own tradition and culture and prayed for the well being of the society and the whole people of the state on the occasion.

James Badu, President, Adi Bane Kebang(ABK) Lohit unit,  Jikom Tayeng, General Secretary Solung festival committee and prominent activist of ABK Sekkong Pertin also spoke on the occasion. They prayed for the well being of the community in particular and the state as a whole. They expressed their gratitude to the well wishers and community for their contribution and cooperation during the Solung celebration and also expected such cooperation in future.

Folk Dance, modern dance, song and other colorful cultural programme by ponung parties and students were some of the main highlights of the day-long celebration.

 

Sustainable Sanitation & Management of Drinking Water Quality Monitoring Workshop

SEPPA, Sep 10: A workshop on sustainable sanitation & Management of Drinking Water Quality Monitoring was organized at Kameng Hall yesterday.

Tope Bam, DC appealed the people to change their mindset and develop civic sense in the way of living to do away with various kinds of diseases. He also suggested to take up low cost latrines of total sanitation programme cluster or village-wise for visible development. Taking a serious note on depletion of water sources day by day, he urged the PRI members to convey the message in their respective areas not to carry out deforestation through jhuming cultivation at catchment areas. Talking about water Treatment plan, he urged the EE PHED for its successful implementation and also to visit the sources of water for supply clean water at seppa town. Further, he appealed the dwellers of Seppa town to comply the Executive order issued earlier for cleanliness of the town.

Er. Tomi Ete, secretary PHED explained the composition of the members and their role and responsibilities under Rural water supply and Total Sanitation Programme adding that the main stakeholders for successful implementation depend on PRI members. He appealed the NGOs, Govt. functionaries, PRI members and more especially the students to extend co-operation for successful implementation of the programme and also urged them to highlight to the people about the programme. He also explained the old practices of individual household latrines system of the various tribes through power point presentation adding that old practices be abandoned and new practices be put in place.

Dr. K. Sopin i/c DMO clearly explained about the water borne diseases stating that 70% of the diseases can be prevented by maintaining cleanliness ,drinking boiled water, hygienic way of living and proper  drainage etc. The common diseases he said are dysentery, diarrhoea , typhoid etc.

Er.A.K Singh Director CCDU and Er. Taba Teni SE PHED, Boru Sangyu ZPM also spokes on the occasion.

Power- point presentation about hygienic way of living through Hindi and local dialect received appreciation from one and all. A Handbook for Gram Panchayats to help them plan, implement, operate, maintain and manage drinking water security was distributed. DIPRO

 

Governing body meet of DRDA Tawang

TAWANG, Sep 10: The 45th governing body meeting of DRDA Tawang, was held at conference hall of DC’s office Tawang on Sept 9.

Minister Tourism and WRD Pema Khandu in his address expressed satisfaction over the implementation of all the poverty alleviation schemes under rural development programme by the DRDA Tawang. He urged the PRI Members to take active participation in planning, execution and monitoring all programmes.

He also asked them to select genuine beneficiaries and take up need based practical schemes for the benefit of the poorest of the poor of society. He also appreciated the effort of the DRDA in taking up of traditional trades like local handloom, handicraft, Pottery making, animal husbandry etc which will preserve the dying  traditional Art and culture and requested for giving preference in taking up more such schemes in future.

For effective implementation of all the schemes at grass root level Khandu emphasized on imparting training to the PRI members at block level.  Seeing the shortage of state matching share in every CSS he assured to take up the matter with the state govt.

Parliamentary Secretary CMO and MLA Tawang Tsewang Dondhup said that majority of the population live in the rural area and therefore convening this kind of meeting for giving benefit to them is very important. He asked PRI members to take active participation in such forums to take up the cause of the poor rural people to root out the economic inequality between the people living in rural and urban areas. He further said that the permanent waitlist prepared on the basis of BPL survey 2002 which forms the basis for assistance under IAY is almost exhausted in all Gram Panchayats and fresh BPL list is to be prepared after SECC 2011 survey soon may be properly done by involving Gram Sabha.

DC Cum CEO DRDA Tawang  Kemo Lollen in his keynote address presented brief account of implementation of all the RD programmes and lauded the efforts of PRI Members, DRDA and Block officials for optimum achievement. He also stressed on selection of appropriate schemes and giving the benefits to genuine people by enlisting their active participation after motivation through technical intervention. He also urged bankers for their proactive role in implementation of credit linked schemes.

PD DRDA Tawang presented the physical and financial performance under the all Programmes of DRDA during FY 2010-11 through Power point presentation.

Thereafter the house unanimously approved the AAP for 2011-12 for RD programmes presented by the BDOs. The Meeting was chaired by Jamey Tsering, the senior most ZPM of the district.

In a separate meeting of the district vigilance and monitoring committee for the second quarter of 2011   chaired  by Pema Khandu, Minister Tourism and WRD  at conference hall of DC’s office Tawang yesterday, all the RD programmes of DRDA , PMGSY  implemented by RWD, ICDS and Programmes of Ministry of Tribal affairs implemented by CDPOs, TSC and SwajalDhara implemented by PHE & WS Deptt, NRHM implemented by DMO Tawang were reviewed.

 

Solung celebrated

RUKSIN, Sep 10:- Solung, the main festival of Adi community, which started on September- 1 last, concluded today with a note for promotion of the traditional culture and religious faith.

The concluding programme was conducted by the Ruksin Town Solung Celebration Committee (RTSCC) at the Electric Colony Festival Ground here, where thousands today assembled with their best traditional attires.

Addressing the people on the occasion as Chief Guest, the Ruksin Block Zilla Parishad Member (ZPM) Tongeng Panyang called upon all to preserve their traditional cultures and local languages and work for promotion of religious faith system.

Speaking about the varied dances and cultural traditions, the ZPM laid stress on creation of “cultural mosaic” in the Adi songs while adding that folk dances (Ponung) and the age-old “monotonous” ponungs should be rectified without changing the main ethos. He also lamented the decline of the value of tradition and culture among the youths and urged them to shoulder the responsibility for the sake of their future generations.

Rajesh Panyang, ADC Yingkiong, who addressed the function as special guest, said that the ‘tradition faith’ and ‘religious custom’ are quite different issues and these should never be mixed up with traditional cultures.

The president secretary of RTSCC Paniram Panyang and Kemba Saroh thanked the local PRI leaders and government officials for their whole-hearted participation in  Solung celebration for the last ten days.

 

Governing body finalizes AAP 2011-12

Aalo, Sep 10: The Annual Action Plan for the year 2011-12 under SGSY, IAY, and NREGA of District Rural Development agency for West Siang has been finalized.  

Presiding over the meeting, Chairperson West Siang Zilla Parishad Jarsa Gamlin stressed on adequate coverage of schemes to all ZPM and Anchal Segments and BDOs should shoulder more responsibilities to implement the programmes.

The Panchayat leaders should also work in consultation with MLAs of the respective constituency to avoid clash of interest and to gain confidence in discharging their responsibilities, he said.

The Incharge CEO Kanki Darang stressed on more initiative from PRI in formulating plans and programmes in consultation with BDOs.

The Project Director DRDA Dege Ete said that the allocation under DRDA sound big but meagre amount goes to block when it is distributed to every blocks and Panchayat Bodies. But endeavour should be made to bring about visible developments from the allocation. The Senior Accounts Officer DRDA placed before the house physical and financial achievements of 2010-11 under all centrally sponsored programme of DRDA Aalo. The BDOs, Banker and HODs of the line department also pointed out their problems and views.

The ZPMs and Anchal Chairpersons stressed on enhancing subsidy rates, decentralize purchase policy and streamline selection of schemes on the basis of approved AAP in Governing Body Meet. DIPRO
